Issues for Congress
On March 15, 2006, the UN General Assembly passed a resolution replacing the Commission on Human Rights with a new Human Rights Council, which was viewed as a key component of comprehensive UN reform. The Council was designed to be an improvement on the Commission, which was widely criticized for the composition of its membership after perceived human rights abusers were elected as members. This paper provides a review of the Council and lists a number of issues related to it for Congress in the US.
