The Palestinian Reform Agenda
This paper addresses state and development of the Palestinian Authority (PA). The paper introduces the foundation of the PA and the domestic reformers' agenda, including the draft of a constitution, a clearer relationship between the Palestine Liberation Organization and the PA and several other governance issues. Furthermore, the paper outlines foreign demands for political reform. The paper argues that the Palestinian reformers were not without impact and had real influence on the formal legal framework of the PA. However, they were far less successful in translating this influence into actual reforms.
