This Issue Brief analyzes the Defence Procurement Procedure (DPP), which the Indian Ministry of Defence released on June 1, 2013. In particular, it focuses on what's new -- i.e., the attempt by DPP planners to arrange their procurement categories in a hierarchical way. In doing so, they hope to 1) encourage domestic industries to provide the military equipment and weapons systems the MoD needs, 2) improve these industries’ technological base, and 3) wean New Delhi off its dependency on others.
