The monograph examines the effect of ever wider involvement of the armed forces in Mexican. It question more specifically, whether Mexican society is being 'militarized' and if yes, what the probable impact will be on relations between the United States and its southern neighbor. Ultimately, writes the author, the key players have to be Mexico's political, economic, and social establishment. Above all, US civilian and military decisionmakers must avoid hubris and recognize the severe limitation on ameliorating, much less solving, formidable problems in other countries unless local leaders challenge the criminals in their midst.
