Deconstructing Structural Unemployment
This paper discusses whether structural unemployment has been on the rise, and finds no evidence to suggest it has. This version corrects a data error that affected Figures 3 and 4 in the original paper. The correction further reduces the small “housing lock” effect originally reported.
