Conceptualising a Complex Relationship

This paper discusses how to conceptualize the relationship between rule of law (RoL) and security sector reform (SSR), both of which are critically important components of effective peacebuilding. The authors focus on externally assisted RoL and SSR efforts in peacebuilding contexts. As a result, the analysis relies primarily on donor perspectives. In particular, the focus relates to holistic understandings as promoted by the United Nations (UN). The paper provides conceptual clarity and a framework of analysis that can better inform and facilitate coherent and coordinated RoL and SSR peacebuilding efforts on the ground.
