Descending Drones?
This brief focuses on the future utility of drone strikes against suspected terrorists. It argues that the usefulness and frequency of these strikes will decline because 1) the US Government’s political and legal freedom of action is narrowing, 2) the strikes unintentionally help terrorist recruiting efforts, and 3) terrorist attacks are increasingly becoming ‘home-grown’, which cannot be prevented by using drones.
