Cyberwar: Roles and Responsibilities of International Organisations
In this audio presentation from the 2013 International Security Forum, three experts discuss the emerging roles and responsibilities of NATO, the UN and the EU in 'governing' cyberwar. Just what those roles and missions are, of course, remains a work in progress. And determining what governance models to apply remains a tricky business too. Should the three players identified here, for example, draw inspiration from traditional state-based governance structures or not? The speakers, who include Katharina Ziolkowski from the NATO Cooperative Cyber Defence Centre of Excellence, Tim Maurer from the Global Public Policy Institute and Open Technology Institute, and Alexander Klimburg from the Austrian Institute for International Affairs, grapple with the above issues and more.
