Linking Regional Peace and Security Frameworks to National Policies: Lessons from West Africa
In this audio presentation, two experts look at how to transform the security sectors that exist in West Africa. Wooster College's Boubacar N’Diaye, for example, discusses 1) the need for a shared security vision in West Africa, 2) the actual security sector reforms needed to make the vision possible, and 3) the possibility of transforming ECOWAS from being a community of states to a community of citizens driven by democratic norms and values. Colonel Honoré Nombre, from Burkina Faso's Ministry of Defense, then discusses how his country is increasingly inculcating the members of its security services with democratic norms.
