China and Vietnam – An Unsteady Modus Vivendi?
Carlyle Thayer argues that instead of exclusively counting on either China or the US to secure its national interests, Vietnam's goal is to develop deep bilateral relations with all the major powers and intermesh them. This strategy of multilateralizing and diversifying its foreign relations also includes a strong support for Southeast Asian-centered regional organizations like ASEAN.
