Chronic Poverty and the Challenge of Moving Solutions Forward
Andrew Shepherd, director of the Chronic Poverty Research Center (based in Manchester, England) discusses the complexity of poverty and its persistence through a person's lifetime and across generations. In particular, he distinguishes acute and chronic poverty, and outlines key factors, such as bottlenecks in national policymaking, social discrimination and exclusion, that present obstacles to the implementation of policies and programs that can provide short-term relief and longer term solutions for the nearly two billion people living in absolute poverty.
